As these reports and their divergent findings demonstrate, many uncertainties underlie the UXO cleanup effort, making accurate cost estimates difficult to achieve. The two primary reasons for the discrepancy between DoD’s previous estimates were the lack of (1) sitespecific data and (2) a standard cost-estimation method. As noted earlier, the preliminary report intended to centralize the costestimation process by collecting a new set of site-specific data and approaching the cost-estimating process via a specific methodology and basic set of assumptions.

Two incidents led to injuries, and three resulted in fatalities (DoD/EPA, 2000). S. Army Corps of Engineers, 2003a). The contractor found documentation of 102 civilian victims (38 deaths and 64 injuries) between 1913 and 2002. Such reports, however, are only anecdotal. S. soil is unknown, because there is no comprehensive database of domestic UXO incidents. UXO poses especially great risks to children, who are unaware of the danger and may mistake the item for a toy. In 1983, for instance, two young boys were killed when they found and began playing with an unexploded 37-millimeter high explosives shell they found in an open space at the end of a cul de sac in their neighborhood.

Until recently, metal-containing areas signaled by the detector (anomalies) were marked only with flags, and the flagged areas generally were all excavated to check for UXO.
